Kevin is a licensed Professional Engineer in North Carolina and a veteran of the United States Coast Guard, bringing over 30 years of experience in transportation engineering. For more than 18 years, he led the North Carolina Mobility and Safety Division as the State Traffic Engineer. He retired from NCDOT in January 2024 as the Director of Strategic Planning and Programming. Kevin has extensive expertise across all facets of traffic engineering, including traffic safety, traffic operations, transportation policy, laws and regulations, strategic initiatives, and planning and programming policy.

When not working, Kevin enjoys spending time with his wife, Gina, traveling, boating, fishing, and finding new experiences.
